The Handbook for the Mentally Disabled (“Ai no Techo”) is for those with mental retardation, while the Handbook for the Physically Disabled (“Shintai Shogaisha Techo”) is for those with disabilities in the functioning of their eyes, ears, mouth, hands, legs, body, heart, kidneys, respiratory system, bladder, rectum, small intestine and immunity system. These handbooks are required when taking advantage of the various social welfare programs available.

Mitaka City offers a monthly allowance of ¥11,000 for people who have an incurable disease designated by the city. Those who are receiving the Special Disabled Allowance cannot receive this allowance at the same time.

The city offers a subsidy of ¥3,000 once a year to citizens who are 70 years of age or older for their lodging expenses. The subsidy will be extended when they stay at a municipal resort facility (Hakone Mitaka Resort House or Kawakamigo Nature Village) or a Japanese inn that has a contract with the city. Please apply at the Senior Citizens Support Room prior to taking the trip.

The city offers up to 30 admission tickets (per year) good for public baths in the city to citizens who are 65 years of age or older and belong to a household that do not pay citizen’s tax.

By completing application procedures, all persons who are residents of the metropolitan area and who are 70 years of age or older are issued a Tokyo Metropolitan Silver Pass with which they can ride the metropolitan buses, subways, and streetcars, and private buses in the metropolitan area. (There is a fee.)
